LTI-Lib (C++ Computer Vision Library) Code

alvarado: @ADD ioHandlers administrate now a status string, as functors and classifiers also do. This allows reporting of error when reading or writing data to (or from) a file.

alvarado: Missing include <cstdio> added.

sltilib: MS Visual C++ does not support the standard C++ headers as it should.
Functions defined therein are not in namespace std.
Many changes towards a standard use of the headers need to be rolled back.

sltilib: Warnings for MS VC++ disabled. Some DLL stuff in internal
implementations of <complex> are not our problem: we don't
care about how std::complex is implemented. It should compile
everywhere, then it is standard!
