sltilib: Changes necessary to compile on Visual C++ 6.0

alvarado: Functor is now readable even if the parameters has not been set yet.

alvarado: @FIX: lti::probabilityMapBase and all derived classes could only be read from a ioHandler if it already had a valid parameter set. Now it has been fixed to be readable even if the parameters has not been set yet.

alvarado: Implementation of read moved to the functor itself. The global read/write methods were removed, since they were not necessary: vector is a mathObject, which already implemented them.
