We don't currently have a Wiki page on Traffic Shaping / QoS, though this is mentioned briefly on the Shorewall page.

There is a "legacy" page at http://leaf.sourceforge.net/doc/buhtb-qos.html which would be a good starting point.

There are some changes in Bering-uClibc 4.x (e.g. the new "ifb" devices) which should be mentioned.
