Since I switched from jEdit 4.2 to 5.0, I have this problem.
Ctrl+L isn't raising any popup window as before.

You can bind goto line (or any other action) to be Ctrl-L (or any key) by
going into Global Options - Shortcuts and binding it yourself. This is not
a bug, it's just a different key assignment from what it was in jedit 4.2.
