completed the hard coded license / warranty display.

i commented out the previous function instead of deleteing it, incase we decide to go back to the previous way of license display.

i'll be starting a parser for the ini file.

added new function to util.cxx this will display the hardcoded license aggrement.

i will add some stuff later to get users answer and store answer into the new ini settingg file.

will also make function to create an ini file in the appdata locations.
