Tagging the 0.3 release

if no definition exists in our database for a character returned as a result, the user is notified.

made more fixes to the radicals.

improved search via pinyin. Can now return results when tone not specified. Also fixed some errors in the radicals (our database had some wrong unicode codepoint entries). This should be looked into more thourougly.

Changed the method to find words via pinyin to only find single characters. The pinyin in Characters is never changed to have there unicode tone marks until the time they are displayed now. They are stored in or database, and searched for using tone number numerals (0-5).

Added User Manual for version 0.3 of the program. The program doesn't currently support everything that the user manual talks about. (Because version 0.3 hasn't been released yet!!)

made some minor updates to the edit distance algorithm.

improved the searching via english definition. Can now search for a character that has multiple definitions by just one of them. Also, can find words by definition that have "extras" between parentheses e.g. a search for "to give" will find a character defined in our database as "to give (a ride)".

Rename editDistance tag to 0.2
