In order for gq 1.2.1 to notice I changed some server
option I need to shut it down and restart it, or it
just ignores the modification

can you please be more specific than »some server option«? It would be great if your bug reports contained a list of concrete actions to reproduce the bug.

I have the same problem.
To answer herzi's comment, this is what I do to replicate the problem.
Load up GQ.
Get into Preferences (File > Preferences)
Choose the Server tab
Add a new server.
Press Ok and Ok again to close out of Preferences.
The new server does not show up in the Browse tab, nor will it show up if you go back into Preferences until after you restart gq. Then everything works fine.
