initial commit of fedora-webapp module

initial commit of pom for new fedora war target (see FCREPO-534). Currently, there is some functional overlap w/ server/pom.xml, but fedora-webapp also generates the MANIFEST.MF required for OSGi and isn't quite as messy with server-config.wsdd

resolves FCREPO-542. Now, if the context init-param in web.xml is missing (i.e. null) or empty, we fall through and check for the fedora.home system property and the FEDORA_HOME environment variable.

Fixes FCREPO-541 - Drop unused control group "B" from FOXML schema.

addressing FCREPO-504: defaulting to Derby as the default RDBMS pool and added REST filter to web.xml

All the thirdparty and Duraspace libraries formerly loaded manually into local Maven repositories have been moved to the Duraspace/Fedora Common Nexus server and retrieved automatically. This server has been added to the fedora-repository pom.

Removed the need for duplicate JDBC drivers in the installer jar reducing its size.

Found a Maven central xercesImpl and xml-apis that passed all tests and fixed the command-line test failure. This required an update of the command line environment parser settings for the client and the server. It is likely that xercesImpl 2.6.2 can be made to work if we need to drop back to an older parser.

Resolves fcrepo-453 (adds the possibility to specify file URIs for the ingest of managed datastreams).

applied asger's patch (mostly as-is, but had to apply a few things manually due to patch chunk failures).
note also: didn't include the change to installLibs.sh -- mulgara should be in org.fedorarepo, since we're packaging it. if there's a conflict (i didn't notice one but asger mentioned there might be one in a pom somewhere), the appropriate pom should be changed.
