Fixes FCREPO-754 - No authentication for UserServlet with FeSL AuthN and API-A auth turned off
(AuthFilterJAAS now explicitly tests for /user URL and treats as per API-M)

Fixes FCREPO-753: Credentials not passed through for API-A REST calls when FeSL AuthN enabled

Getting the reformatted owl validator to work, now with OWL api

Add test for FCREPO-753 to TestRESTAPI (attempt to pass admin auth when doing API-A method when api-a auth is not required; check administrator can access deleted object through API-A).

* integration test: TestPolicies - now runs (but fails due to previously cached responses)

closes FCREPO-742. purgeRelationship now returns a 200 (instead of 204) and the response body contains "true" if the purge succeeded, "false" if it did not.
