Fixes FCREPO-623 - Journal RMI transport writer does not send close() events

closes FCREPO-618 (Content-Disposition tests in fedora.test.api.TestRESTAPI fail on WebLogic)

closes FCREPO-617 ("Other" servlet container option does not provide local services webapps)

closes FCREPO-616 (Installer-generated web.xml drops namespace and schemaLocation declarations)

Addresses the failed configC test (TestRESTAPI.testModifyDatastreamByReference) as reported in FCREPO-614.
Addresses authentication required on every resource as reported in FCREPO-615. The solution takes an approach similar to FilterRestApiAuthn rather than stepping up to the other issues surrounding REST API authN as noted in the tracker, which apply to both FeSL and the legacy authN.
Refactored FedoraWebXML and fleshed its corresponding unit test.
Eliminated the excludeURIs init-param from AuthFilterJAAS as this was an even worse hack for dealing w/ configuring authN.

patch by Nish from FCREPO-451 Fixes test failure on testIngest method of TestRESTAPI.
Test was looking for Location header at a specific index in the headers array. Changed this to obtain the header by name instead.

...and spinning. Although not strictly necessary, changing these now will help when grepping for what needs to be variable-replaced (or dropped) later. +1 on getting maven in shape to do this stuff for us.

and the wheel keeps spinning: 3.4-SNAPSHOT. We really ought to get our Maven setup working w/ the release plugin to automate this.
