FCREPO-451 check DBXML_HOME/jar for Windows systems

FCREPO-570 added explicit test for bad subject uri: "demo:888/DS1" (valid object & datastream, but invalid subject uri syntax)

test now uses the Server.VERSION instead of the old MAJOR/MINOR constants

clarify documentation for datastreamFilenameSource parameter if no rels/label/dsid is to be used as source (ie just default)

version/build-date/build-number cleanup:
+ client and server get version info from associated properties file,
which is filtered during the build to include the version declared in the pom
+ changed client's About screen "Release Date" to "Build Date" so
this info can automatically come from Client.properties
+ client also now prints build number in the About screen
+ server now also logs the build date at startup
minor admin gui change:
+ default size of fedora-admin window and object editor frame increased
(but still fits within 1024x768 screens)
misc:
+ got rid of old, unused MakePatch utility class

organization: moved fcrepo-webadmin to fcrepo-client-webadmin
Note: this is just a rename; webadmin is still not an integrated
part of the build, so the swf and other built files are still in
svn under fcrepo-webapp-fedora/src/main/webapp/admin

Fixes FCREPO-601 (Client scripts steal focus in OS X)
All main entry points for these scripts now set java.awt.headless=true.
A better fix in the future would be to implement FCREPO-603 (standalone client library)
that isn't intertwined with fedora.client.Administrator at runtime. At that point,
setting headless wouldn't be necessary.

Added TestHTTPStatusCodesConfigC as TestHTTPStatusCodes does not use the new XACML policy store.
Changed pom.xml to use the new test for configC.
Updated TestPolicies.java to remove risearch flush as risearch is no longer used.
Updated HttpUtils to recognise new http response status code (403) for authorization denied.

Changed PEP from working with URI's to servlet paths. Allows for more flexibility in specifying servlets for protection.
Updated the config-melcoe-pep.xml file to use servlet paths for specifying handlers.
