Fixes FCREPO-601 (Client scripts steal focus in OS X)
All main entry points for these scripts now set java.awt.headless=true.
A better fix in the future would be to implement FCREPO-603 (standalone client library)
that isn't intertwined with fedora.client.Administrator at runtime. At that point,
setting headless wouldn't be necessary.

Added TestHTTPStatusCodesConfigC as TestHTTPStatusCodes does not use the new XACML policy store.
Changed pom.xml to use the new test for configC.
Updated TestPolicies.java to remove risearch flush as risearch is no longer used.
Updated HttpUtils to recognise new http response status code (403) for authorization denied.

Changed PEP from working with URI's to servlet paths. Allows for more flexibility in specifying servlets for protection.
Updated the config-melcoe-pep.xml file to use servlet paths for specifying handlers.

Added a GetNextPID filter.
Added management/getNextPID REST operation handler to config-melcoe-pep.xml.
Added handling of multi path component URIs for PEP.
Changed response status code of Authorisation failed to 403.
Changed response body of Authorisation failed to "Fedora: 403 [REASON]".

Updated response to return 'Fedora: 401 ' in the response body for authentication failed responses as per test requirements.

FCREPO-451 formatting and cleanup to comply w/ coding standards
