updating Mulgara from 2.0.8 to 2.1.1. Closes FCREPO-484.
As Mulgara also updated trove from 1.0.2 to 2.0.4, I've updated our copy as well.

Corrects help message and number of arguments

This commit fixes remaining issues from CR-FCREPO-14

- Turns the REST API on by default, removes the option from the installer
- Updates the REST API auth filter to always require authentication on the API-M.getDatastream method

added unit tests for AkubraLowlevelStorage

added spring bean configuration of akubra impl to use. default/example currently uses akubra-mem. with this configured, ConfigB system tests pass.

Updates the datastream profile XSLT to use a relative URL for the logo image (to be consistent with changes in Kai's fcrepo-406)

Updates the Web Admin to allow for a variable web application context
