Initial commit of the new Fedora Administrator, just for backup purposes. It's far from complete.

Changed log level of "deferring to super" message to debug.

fixed xml typos from last checkin

fixes fcrepo-387, and make the default validationQuery in
fedora.fcfg the following:
For MySQL and Postgres: select 1
For Oracle: select 'validationQuery' from dual
For McKoi: <empty, as mckoi should only be used for testing>
