basic lib/quality updates for analyzer:
- updated fedora-server.jar to current dev-142997 copy
- started externalizing messages
- moved utils to appropriate classes
- got rid of FileFilter in favor of java.io's interface
- javadoc improvements to make checkstyle happy
- reduced verbosity of log4j config by default
- reduced verbosity of errors when config probs occur

This .project file prevents Eclipse from importing the project in a useful fashion

got rid of several deprecation warnings.
