Update the handling of tiff to treat tiff as a preservation format and thus only binary normalise it.

    Fixed on ver_7_major_changes branch and assigned to Kirti to test.

    Tested on DPR 7.1.0. TIFF files are not normalized. They are only binary normalized.
    Tested with variuos types of image files and other file formats. Workking as expected.
