cx_OracleTools Code

The bdist_msi command is only available in Python 2.5 and up; earlier versions
of distutils set up their compiler differently; ignore the cElementTree module
in Python 2.5 and up but ignore the new name in earlier versions.

Use MANIFEST template rather than hard coded MANIFEST.

Add support for dumping CLOB, BLOB and binary data values correctly; also added
the commit statement at the end for convenience.

Tweak the build options a bit more in preparation for an actual release.

Allow for the building of the project and the building of any dependent sub
project as needed so that they do not need to be installed; also add these
paths to the environment so that they can be used when building RPMs.

Added options for building Windows installers and fixed options for building
executables with the changes made to cx_Freeze recently.

Do not use new capability for a shared zip file for now since these tools are
commonly placed in a common directory with other frozen tools and as such
cannot be shared.

Clean up a few properties.

Added preliminary setup.py to be used for building the cx_OracleTools package.

Migrate some code from DescribeObject in cx_OracleTools and some code from the
module to the Environment object in order to be able to use an exception class
instead of a string as well as consolidate some (potentially) commonly used
code.
