It was a mix of new and old code, which would allow different trade screens in the GUI than inside the DLL. This has been fixed.
The problem is still displayed ingame (more or less) because the civeffect xml files aren't fully configured. Anything not mentioned will be available from the start. It will work as intended once all trade screens have been added to have at least one civeffect, which allows them.
