Work on version 4.0

use charset array defined in data/charset folder and remove iconv function from Arabic.php file.
rewrite some functions in CharsetC calss to use charset files insted of old file "charset.src" (we should remove later ).
update and add numbers to _utf8.php file .
get rid php warning "Division by zero" in CharsetD class .
