The shape recognizer will recognize a nearly-straight, nearly-horizontal stroke and convert it to a horizontal line. You don't have perfect control over the end points though, and it's not always easy to get the recognizer to kick in if you're drawing with a mouse rather than a tablet.

There is an "ortho/snap" patch that makes the ruler prefer horizontal lines, it's not incorporated yet though.
