merging from trunk to pickup new serial ports class.

new class used to communicate with serial port emulators (e.g. over usb)

For generalizing log data to varying sensor types

cleaning up atmospheric tide code
moved some stuff from WxLog class to Atmosphere class.

upgraded .net runtime version to match other libs.

adding better way to calc atmospheric tides (less restrictive on available data)
tried another fix for wx recorder clock jumps

using new serialcomm class instead of microsloth serialport.

changed some of the fan on/off logic
