The dialog doesn't work when logged into an XP machine via remote desktop. It just looks like the print job is stalled. It is fine when physically at the machine.
The problem is (on Windows 2003 Terminal Services) that the dialog popup for the phone number appears on the computer console instead of the users desktop. The dialog must be directed into the context of the user that generated the print job.
The next question is how?

When printing to the fax, the dialog does not appear in a Remote Desktop client and the printing is just stalled.
