#243 Create operator wrapper that fixes the time
For time-dependent problems, it may sometimes be interesting to look at stationary solutions (e.g., Floquet theory), or calculate time-evolving eigenstates.
The implementation would be an operator that wraps around a time-dependent operator, and always calls it with fixed time. Priority low, because there is no urgent need.
