Eliminate duplicate resource IDs, renumbering as needed. This fixes the MRU for workspace files.

Fig for Bug321: MI stored only 8 bits for present-value and number-of-states, while object table specified 16. Similar error in MO had 8 bits for feedback-value.

Correct bug in versioning of the VTS document (.cfg file) introduced in svn 977 due to misunderstanding of CArchive.
Should be backward compatible with .cfg files created or modified with code prior to svn 977.
