Visual Test Shell for BACnet SVN

Replace CTime with SYSTEMTIME/FILETIME: CTime starts at 1970, BAcnet at 1900.

Use %g for all floating point output.

Accept INF, 1.#INF0, NAN, 1.#QNAN etc. for floating point input

Avoid crash if filters are defined and packet file is missing or empty.
Eliminate memory leak of CFileExecptions at end of file
