Visual Test Shell for BACnet SVN

- Add SCHEDULE_DEFAULT
- Add properties to SC_CheckProperty

Add info on Bitstring, Time, and Date formats

- eliminate compiler warnings
- use %g instead of %f: shorter string for sanity and no buffer overflow
- Double: fix error in little-endian conversion
- Bitstring: accept [{T,F...}] or B' (was broken from script)
- encoded wildcards in time and date as 0xFE instead of 0xFF
- BACnetPriorityValue: add type checks to avoid assert on null choice versus value choice

Save main window size and position to Registry; restore on next run

Added "Inconsistent Parameters Tests" to VTS. Fixed spelling issues in Backup and Restore tests. Also fixed the 'Other' tests in backup and restore to skip 'any' password test if a password is required.
