When you have many <item> tags, GrowItem will pick the first that can be done. This might prevent some expensive items to grow until cheaper items are done.
Example:

- grow residence level 10
- grow armoury level 1
- grow academy level 1
- grow wall level 5

Probably the residence won't get to level 10 until all other items are done.

There should be the option to stop searching for other items unless the previous one has been completed.
Maybe with an attribute 'needed="true"' the strategy would return if the item hasn't reached the level and there aren't enough resources.
