ASP .Net viewstate decoder / encoder + Code

A couple of updates.

Some small changes to the interface.

Initial development files of the next viewstate version. It currently will decode and encode different viewstate versions. It will also append a hash and URL encode. The other functionaliy has not yet been implemented in this version. The previous version (which I will not be commiting) only supported the old viewstate data.
