Moving the Windows mouse pointer from the Vice window out of the window (and vice versa) causes the C64 keyboard and joysticks to stop being read.

Recreation Steps:
- Run Vice in windowed mode
- position the mouse pointer within the window
- press and hold Space and observe the cursor
- move the mouse pointer outside the window.
- the cursor stops

Works the other way too, first placing the pointer outside the window.

    Thats intentional - when the mouse pointer crosses the window boundaries all currently pressed keys are released. I don't remember exactly why we did this - but not doing it caused all kinda of weird side effects (stuck keys mostly iirc)
