broke some time restoration things

New executable, come get it while it's hot.

Previous revision contained an odd, opaque pixel in the upper left hand corner. The pixel has been made transparent in this version.

The absence of this file was causing build errors- this is a renamed version of vegastrike.ico, except a stray opaque pixel in the upper left hand corner has now been made transparent.
