To make VD2 a real Swiss Army knife it needs proper PS/MPEG-2 support for creating DVD videos (no, I am not asking for a full-blown authoring tool). I know, I know, DVDs, old tech. But many people buy crappy A/D converters like EzCap to save their videos from tape to DVD, and the result is, well, underwhelming. VD is great for capturing and rendering videos to upload online, but it does not help with creating DVDs. So, those who want good quality interlaced MPEG-2 in PS container have little choice. Crappy solutions like EzCap produce, in fact, 30p/25p, not 30i/25i, so it is not exactly DVD compatible. I found and old MPEG-2 codec: https://www.free-codecs.com/virtualdub-mpeg2_download.htm so assuming that it works, all that is needed is support for PS container.
