Language files have been updated with the correct release number

-The header information in all files has been updated (GPL v2 to v3)
-Changed the maximum number of accumulated cells in the interpreter from 10 to 30
-The cells of a board that have been removed from the browse order do not respond to the mouse events. This allows to use cells as static images on the boards

-The German translation has been removed until a native German person could review it.
-A bug related to the management of the initial board has been fixed.
