utf8 encode of email body

maybe now..

now it works with the email coding.. in iso-8859-15

fixed wrong mail encoding for Umlaute und Sonderzeichen
(mailtext now iso-8859-1 for html and plaintext, utf8 for subject)

few bugfixes: mkdir filehandling (no permission denied on some unix machines); typo in file name (feedbackBlock instead of feedBackblock), email lib problem on unix server (PHP_EOL instead of \r\n), adjusted padding in item templates, improved autotester.js (no js error, no object), improved german sentence (um-zu-sentence)

Fix some bugs and make some changes with emails for deleting accounts

small split error when sending feedback mail fixed

Changed content-transfer-encoding of testMaker mails from quoted-printable to 7bit, to avoid disintegration of links in activation emails (containing '=' signs).
