Reactivating items is now possible.
The corresponding parent item-block is then also enabled.

Fixed Problem on deactivating itemblocks (Items were still enabled).
Every single item inside the disabled itemblock is now disabled as well.

Fixed Item conditions:
- You can no longer select deactivated items as condition source.
- Show warning if you want to delete an item that is a condition for another item

Workaround for email-encoding-problem:
Replaced special chars in email-templates with HTML-equivalences.

Fixed bug that occured after timeout in Maschbau3.0 SeAs

[no valid testRun for getDisplayingBlockId() ]

fixed error on displaying matrix items after an info page. (BauIng-Bug, "mcsaitem not found", only displayed first item on page)
but now everything's fine!
