Way I see it, it's 2 reasons why she doesn't stay dead: 1) They made sure they kept from us whatever it was she said to Oliver just for her to just up and die really hard in the next scene. 2) They need her out the picture until at least the end of the season until Darhk is dead since he knows her secret identity now. There'd be no way she could go to work the next day as the DA working for his wife. This just gives Ollie more motivation to kill Darhk with no remorse and they'll probably use whatever it is power his totem has to bring her back to life, but only to fight and be Black Canary, "the only time she ever really feels alive".
