You are right it could be done with less overhead wrapping the dh, but as a general strategy we prefer forking and not wrapping.

So its your second guess: we don't mind diverging from Debian at all, because we cannot depend anymore from its decisions, because we consider them unreliable.

You could fork dh, and avoid having to fork every dh_systemd user, I think that was the point that was being made.

No need for that. dh-systemd comes in its own binary package:
https://packages.debian.org/sid/dh-systemd .

As you can see from the list of files there, it also includes the potentially handy systemd2init. All you need to do is have a package that has the same name, includes /usr/share/perl5/Debian/Debhelper/Sequence/systemd.pm but is actually even shorter.
