LSB 4.1 (the most recent version, published in February 2011) cites as normative references the documentation for GTK+ 2.10 (a five-year-old version of GTK+, and GTK+ 2 was effectively orphaned six days before LSB 4.1's publication), Qt 4.2 (Qt 4.5 was released in 2009), OpenGL 1.3 (which most people who currently care about OpenGL would probably find sufficient), X11R6.4 (X11R7 was released in 2006), Perl 5.8 (5.10 was released at the end of 2007), and Python 2.4 (Python 2.5 was released in 2006).

I'm not surprised almost nobody bothers.

Also Qt3!

I suppose LSB will be something as old as RHEL -1
