PCI: Fix up PCI routing in parent bridge

[PATCH] PCI: Fix up PCI routing in parent bridge

When the cardbus bridge is behind another bridge change the routing
in the parent bridge for new cards.  This fixes Cardbus on various AMD64
laptops.
