Add IV upload instructions and/or button to localDB page

Currently, localDB instructs users to upload the analysed module (sensor) IV data via nonelectrical-qc-gui. It should be mentioned that mqt-upload for IV measurement results is also a viable option (and probably the preferred procedure at this time) to upload this test. Like the electrical tests for the FEs, it would be ideal to have a direct upload button via the browser interface for the IV measurement as well.
