logic bug in redirecting to itkdb_authenticate when institution is incorrect

The logic bug is here: https://gitlab.cern.ch/YARR/localdb-tools/-/blob/devel-2.2/viewer/pages/qc.py?ref_type=heads#L241-252

This should just redirect to the change_institution page, and the log should indicate that the institution was not set (or maybe no need for an additional log...)
