localdb should not increment the stage after the sign-off of MODULE/UNHAPPY stage

all in the title.

At the moment the MODULE/UNHAPPY stage in treated as any other stage which means upon sign-off localDB will move to the 'next' stage, which is MODULE/COMPLETE.

This has been observed several time within the Paris cluster.

The correct behavior would be to stay in MODULE/UNHAPPY upon sign-off.
