show deleted properties on components on the component page

For a component such as https://itkpix-srv.ucsc.edu/localdb/component/20UPGPQ1101019 which has the FECHIP_VERSION property defined, we should show it, but not allow it to be changeable (disable it) and indicate that it's not on the component type definition.
