Menu entry does not reflect disabled WITH_EMBPYTHON setting

python-internal code is surrounded with #if WITH_EMBPYTHON. However, share/ui/menus.xml and share/keys/inkscape.xml do not reflect the setting. Consequently, if WITH_EMBPYTHON is FALSE, the menu shows "Verb DialogConsole Unknown".
