CI: fix memory consumption in [oc.build-rockylinux: [9.3, gcp_very_high_cpu_ramfs]]

Blocking the merge of !19735 (merged) (pipelines).

NB: the latest red merge train pipeline failed b/c of a network issue in the homebrew job. oc.build-rockylinux was actually green.
