Make the protocol-specific baker binaries deprecated

This should happen as soon as the agnostic baker is tested and it can successfully replace the existing protocol-specific baker binaries. The amount of confidence needed to do this will be specified in the future, as the project progresses, but the goal is to have this before the release of v24.
