Proto: Clean up [direct_ticket_spending_enable] flag

Depends on #6668

Before cleaning up the flag, we should:

• Set the flag to [true]: #6668
• Check if the feature works as expected in testnets
  • Hopefully, also get feedback from ecosystem.
• Once we are confident that the feature won't be reverted, remove the flag
• Update related documents
