DAL: Baker does not auto-configure DAL node as attester

When launching a baker with --dal-node <my dal node rpc>, it is my understanding that the baker is supposed to send RPC to auto-configure the DAL node as attester for the addresse the baker is baking for.

Based on my experiments on teztnets, it is not working as intended: my DAL node never self-configures. I have to add --attester-profiles <baker PKH> as a parameter for my baker to start injecting DAL attestations.
