protocol/plugin: Allow run_operation and simulate_operation to accept operation with double_attestation_evidence kind in JSON

Version run_operation and simulate_operation to accept operation with double_attestation_evidence and double_preattestation_evidence kind in JSON.

There is no need for these RPCs to support attestation and preattestation kinds since these RPCs can not handle consensus operations, but these kinds must still be supported to be able to handle evidence ones.
