EVM: implement getTransactionByHash

This is needed by remix to follow the inclusion. If I hack the result by putting manually the fields, I can deploy a smart contract via remix and remix is aware of its address. If the RPC is not available, it's just non existing (but MetaMask still marks the transaction as succeeded)
