EVM: put installer.hex + preimages in artifacts

Related to #5440 (closed), this will be necessary to automatically spawn an EVM chain on testnets.

Actually this could be added to docker images instead of artifacts. Artifacts was a temporary solution in case it was complicated. Having the files in the docker image seems to be possible, needs sync with @Killian-Delarue.
